With respect to the origin of prostitution, some attribute it to human instinct and others argue that it is a result of the evolution of the marriage system. However, I believe that it is an undeniable fact that prostitution is primarily a product of a defect of the social system. The fact that prostitution exists due to a defect of the social system is an extremely significant problem.
Should we completely eradicate prostitution or should we fight fire with fire and move forward with a policy that instead utilizes prostitution? This question has troubled intellectuals since a long time ago, and in reality, only some religious leaders advocate eradication and the majority support the latter.
However, this does not at all defend Japanese caves in Canada. If there is anyone who uses this argument to defend interior devils, he is using his pen in a currently popular but absolutely wrong manner.
Neither the human instinct theory nor the colonial policy theory does apply to the issue of the Japanese cave in Canada.
However, it is reasonable to regard the tolerance for prostitution in each city of Canada as one form of social policy. In other words, we can say that it is a phenomenon that is happening as a necessarily part of city management. To say it explicitly, Canada itself tolerates prostitution as a policy. However, we are talking about prostitution. Prostitution is carried out worldwide, and no racial distinction—Yankee or French, Japanese or black—is being made with respect to this point. This is to say that Japanese prostitution is also tolerated by the Canadian policy just like others.
But this can be easily used as the only available excuse by devil fellows to hide their misdeeds and persuade fools. They would say that they have the town’s permission; they are paying a significant amount in fines, which become an income for the city; they do not need help of other Japanese people; the town would not permit them if they were really harmful.
However, just because Canada tolerates them, it does not let one conclude that their existence provides the Japanese with any benefit for our development. I believe that I have explained the reason why over sixty-plus installments of the series.
Therefore, to summarize, we arrive at a conclusion that while they are tolerated by the Canadian authority based on its policies, they only creates a hundred harms and no benefit for the development of the Japanese.
